In baseball the umpire is the chief authority figure on the field. It is the umpire who administers the rules of the game, interpreting those rules and making judgments based on the game situation. Of course knowing the rules is one of the chief responsibilites of the umpire. Experienced umpires will tell you that 5% of the rules are used 95% of the time. But the really great umpires excel at correctly handling all possible situations, even the rare or odd-ball circumstances that periodically arise.
